P12-Million Water System Rehabilitation in San Enrique Moves Closer to Implementation

SAN ENRIQUE, ILOILO — August 7, 2025. The Department of the Interior and Local Government (DILG) Iloilo Provincial Director Carmelo Orbista, along with his technical team, visited the Municipality of San Enrique to conduct a site inspection for the proposed ₱12-million Rehabilitation of the San Enrique Water System, a major infrastructure project funded through the DILG Local Government Support Fund (LGSF).

The inspection was undertaken in coordination with the Local Government Unit of San Enrique as part of the project’s preparatory activities prior to implementation. The initiative is expected to address long-standing water supply issues affecting households and businesses, especially with the current water source in Barangay Palje now deemed unsustainable to meet the municipality’s growing demands.

According to Mayor Niño P. Fernandez, the project is in its final stages of pre-implementation, with the LGU now working to secure all necessary documentary requirements, including the Environmental Compliance Certificate (ECC), Deed of Usufruct, and other permits mandated by law. These documents are crucial to ensure that the project complies with environmental regulations, legal land-use agreements, and proper government procurement processes.

“Water is a basic necessity and the lifeblood of every community. For years, our residents have faced the challenge of limited and inconsistent supply from our current source. This rehabilitation will not only restore reliability but also future-proof our system for the next generations,” Mayor Fernandez said.

The ₱12-million rehabilitation project will focus on upgrading existing facilities, replacing old and inefficient pipelines, and enhancing storage and distribution systems to ensure safe, potable, and adequate water for all service areas. Once completed, it is expected to:

  • Improve water quality and pressure across barangays;
  • Reduce system losses caused by leaks and outdated infrastructure; and
  • Support public health, sanitation, and local economic activities dependent on a consistent water supply.

The DILG Provincial Director lauded the LGU’s commitment to pursuing projects that directly improve the lives of constituents. He underscored that water supply security is a top priority for sustainable development and that the LGSF is intended precisely for such high-impact infrastructure initiatives.

With the site inspection completed and compliance processes underway, the project is on track to break ground once all requirements are met. The Municipality of San Enrique remains committed to ensuring that the project moves forward efficiently, with transparency and accountability at every stage.

“We look forward to starting construction soon. This is a long-term investment in our people’s welfare and in the growth of our municipality,” Mayor Fernandez added.

When finished, the rehabilitated water system will stand as one of San Enrique’s most significant infrastructure milestones, reaffirming the LGU’s dedication to providing essential services and improving the quality of life for its residents.
